(San Diego, California-NBC) April 13, 2006 - Customs officials took a bite out of a growing problem in Southern California.

Puppies are being smuggled out of Mexico to be sold at low prices in the United States. Officials seized 28 puppies Tuesday ranging in age from three to five weeks old. They were concealed in a taped box beneath the front seats of a van when they were discovered at the border.

Some of the puppies, including boxers, chihuahuas, cocker spaniels and poodle mixes needed immediate medical attention and are now being cared for by the Department of Animal Services.

The driver was cited with 28 counts of animal cruelty. The dogs were headed to swap meets in the Los Angeles area.
