We have the database why not use it. Let's make it the law sell or gave an animal away, go to cruelty database.org to check if ,person on list convicted for crimes and acts of cruelty to animals.please go to change .org to sign petition. even if not a law it's a good idea to check it out don't gave an helpless animal to someone to hurt, thank you
